The other fork, WinMerge2011 is still being actively developed too. When distributing derived works, the source code of the work must be made available under the same license. The GNU GPL is the most widely used free software license and has a strong copyleft requirement. The 2.16.0 is actually one of the two forks (Winmerge-v2-jp) that were kept maintained throughout the years, it just got named as the official release. WinMerge/winmerge is licensed under the GNU General Public License v2.0.
Before that the last official release was made in 2013. I haven't tested it, but I hope the alternative diff coloration makes it easier to see single-word/space insertions and deletions within a line (which is something I often fail to notice in mainline KDiff3). Unfortunately versions starting at 1.9.0 are drastically buggier than 1.8.5: Ctrl+C being incorrectly enabled and disabled ( ), merge errors (, fixed), drastic slowdown when loading CRLF files (, fixed), recurring assertion errors (didn't personally encounter, but, ), large chunks of Git history producing unusable binaries that corrupt memory or print assertion errors when loading files, etc.
